Description of the Department

The core responsibility of the Programs Department is to achieve impact. Therefore the department designs, supports and manages our programs/projects and global campaigns that help achieve our 10 year vision (Manifesto) of an inclusive (Equal), secure (Safe), equitable (Fair) and sustainable (Green) world in an efficient and effective manner, ensuring high quality. The Department is also responsible for engaging with institutional donors and leads on program quality and learning frameworks.

Purpose of Unit

There are four (4) Goal Units that are responsible for delivering impact, strategy development, design and implementation of projects and global campaigns within each change goal, for building and sharing knowledge, expertise and innovation. The Goal Units consist of thought leaders in their respective areas, engage in external representation and are responsible for raising funds from institutional donors. The position lies in the FAIR Value Chains and Food Systems unit. This role will provide a key contribution to The Power of Voices FAIR for ALL program which aims to achieve fundamental, systemic change through a paradigm shift in the roles of the state and the market. By strengthening civil society we aim to contribute to more inclusive and sustainable trade and value chains. The Power of Voices Partnership Program FAIR for ALL is a 5-year €71 million donor funded program and is a partnership between Oxfam Novib, research organization SOMO, Huairou Commission, Third World Network-Africa and the Dutch Ministry of Foreign Affairs. Together we invest in peaceful and just societies by strengthening the advocacy and influencing capacities of local partners in 13 countries.

The ToC Lead is the strategist and connector for the 5-year 71M EUR program “FAIR FOR ALL”, and its four pathways.

He/She/They is part of the Program Management Unit hosted by Oxfam Novib, and is accountable to the Program Manager PvP FAIR FOR ALL, who leads the Program Management Unit.

He/She/They draws strategic objectives and coordinates with the various sub-project leads and actors across the 3 consortium members, 13 countries over 4 Oxfam affiliates, 2 regions and the Oxfam Novib goal units the implementation of the program.

He/she/they is responsible for and leads on content coherence within the program, based on stronger partnerships brokered between stakeholders involved, and promotes increased leverage of national in global influencing strategies and vice versa.

He/she/they provides guidance on the contribution of The Hague staff engaged in the program, together with Goal Unit Managers, identifying, brokering and supporting meaningful connections with consortium members, other Oxfam affiliates, and country offices in the program.

The ToC lead has a thematic expertise on the key issues of the program, and affinity with the (11) multiple themes that link to 4 ToC in the Oxfam Novib program strategy. He/she/they has experience and expertise with various influencing tactics and strategies as well as familiarity with influencing and capacity strengthening strategies included in the Program.

He/she/they is able to translate the vision of the program in to guidance and strategic leadership, and is able to see how the different parts of the program contribute to that vision. He/she/they is able to interact at senior level with project leads, influencers, lobbyists, and campaigners; and convenes them to translate that vision in joint effective influencing strategies.

He/she/they identifies opportunities for synergies and complementary value between sub-projects and actors in the program working on any of the four pathways: 1) business practices which share value more equally and empower women; 2) a more responsible private and financial sector; 3) governments to effectively regulate the private sector; 4) fiscal and trade reforms for a human economy.

Subsequently, he/she/they plays a key role in connecting these opportunities to increase overall impact. He/she/they sees the power of engagement and coordination, and promotes participation in cross-cutting initiatives.

When delegated by the Program Manager, he/she/they can represent the program externally, including with the donor.

As part of the PMU, he/she/they has a delegated matrix authority from the Program Manager “FAIR FOR ALL” in terms of content coordination and leadership. This is about 40-50 staff worldwide across 13 countries and 4 goal units at ONL in The Hague and with the 3 consortium members.

Result Areas and Key Deliverables

  • The realization of the Power of Voices FAIR FOR ALL program results and to ensure quality reporting on the 4 pathways as well as the cross-cutting elements of capacity development, gender, civic space and safeguarding;
  • The realization of strong interconnected influencing strategies amongst the consortium partners, across the four pathways, across countries, regions, and global level.
  • Strong and effective coordination with stakeholders (Teams at Consortium Partners, at Oxfam in The Hague, Oxfam Country Offices and international partners) to ensure coherent and impactful implementation of the program;
  • Adaptive management by informing and guiding learning and knowledge generation/brokering and ensure effective use of the lessons and knowledge to enable adaptive programming that contributes to effectiveness;
  • To contribute to the development and delivery of an innovative monitoring, evaluation and learning agenda;
  • Coherence within the program, amongst project actors and strong linkages with movements and alliances, with the aim of achieving the highest possible impact through coordinated and collective action;
  • Realization of documented project knowledge for fundraising purposes and/or innovation purposes;
  • Monitoring and effective mitigation of risks associated with quality delivery of the sub-projects;
  • Advice to the Program Manager Power of Voices FAIR FOR ALL on decisions related to the quality delivery of the program.

Key Tasks

  • Provides content leadership and advice around the Theory of Change of the Program, connecting consortium members and all internal stakeholders to ensure the achievement of the expected outcomes.
  • Works closely with staff to seize opportunities to enhance influencing and capacity strengthening strategies; identifies common threads across the programs.
  • Convenes on-line and off-line meetings to improve thematic coordination across sub-project leads and staff, working closely with knowledge development and brokering.
  • Coordinates with sub-projects leads – and together with the global MEAL coordinator – maintains an overview of the contract cycle management requirements such as co-creative planning and reporting with an aim to learn, connect and strengthen partnerships;
  • Connects thematically and on content project stakeholders and supports development of effective relationships with movements and alliances by project actors;
  • Coordinates and connects where needed capacity development services, MEAL, knowledge development and brokering, thematic expertise or expertise on any of the cross-cutting elements to sub-projects or partners and vice versa
  • Contributes to program ways of working that are in line with Oxfam (Novib) standards and with donor standards and regulations;
  • Support the (content part of the) set-up of the Planning, the Contract Management System, Learning & Knowledge Development;
  • Maintains close contact with sub-project leads to keep an overview or risks and progress, and in case of gaps, pro-actively proposes ways forward; signals risks and proposes adjustments.

Requirements

  • You are in possession of at least a university degree. Expertise in areas covered by the pathways are considered to be a strong asset;
  • You have a minimum of 5 years of experience in a similar position in a project-based international development organization in the field of all or any of the four pathways;
  • You possess strong coordinating and interpersonal skills leading to cooperation and motivation of team members and colleagues;
  • You can show a proven track record in coordinating external and internal processes in complex multi-million, multi-country projects and programmes;
  • You have experience in projects / programs on influencing, campaigning and capacity building.
  • You have a profound and articulated knowledge of the issues tackled by the FAIR FOR ALL program, and the external context. You are strategic, politically savvy, and able to see how pathways of a Theory of Change are translated into actions.
  • You have the ability to work in a project oriented manner in a changing organization, taking all the interests of the involved stakeholders seriously and remaining strongly focused on the end results;
  • You work independently, are pro-active and are a problem solver;
  • You have experience in managing Monitoring, Evaluation and Learning activities;
  • You are result driven and customer focused;
  • You have excellent analytical, communication and writing skills;
  • The position is based in The Hague and you the ability to over distance with colleagues/partners and willing to travel if needed;
  • You have an excellent command of English, both written and verbal. A good command of Portuguese will be considered a strong asset.

What we offer

For initial appointments, Oxfam Novib offers a contract of maximum one year (including a one-month probationary period) with possibility of extension. The position is based in The Hague, The Netherlands. Oxfam is committed to providing a fair compensation package a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. This position is classified in scale 10. The gross salary range is between € 3.245,- to € 4.994,- on the basis of 36 hours per week. Benefits typically include annual pay increases, performance-related salary increases, holiday allowance, contributions to commuting costs, vacation days, parental, care and special leave, a private bicycle scheme, pension scheme, etc.
